Since them, tens of thousands of Young Astronaut Chapters have been formed in every state and around the world. Each operates independently in the way that best suits its circumstances. Chapters exist in schools, libraries, science centers, and among home school groups. Individual memberships are available for those who do not have access to a chapter. The Council is a nonprofit organization that receives no government funding. It is funded by membership fees paid by its official chapters. Williams was raised in Winter, Wisconsin and was a Star Scout in the Boy Scouts of America. He earned an engineering degree from the U.S. Military Academy, receiving his commission in the United States Army. Williams served with the army at Johnson Space Center from 1987 to 1992 before training as a test pilot. In 1996, he was selected by NASA as an astronaut candidate and flew as a mission specialist and flight engineer aboard STS101 in 2000. He is currently on board the International Space Station, having arrived with his crew mates via Soyuz TMA16 which launched on September 30, 2009.
